Richard Irving

Richard Irving BA Hons Dip TP MRTPI


Richard is one of the two Managing Directors at ID Planning and has over 19 years private sector experience having worked previously at Eversheds Solicitors, Chapman Warren (now RPS) and Sanderson Weatherall where he was a Director.


Richard has in depth knowledge and expertise in the assessment of site development potential, the preparation of development briefs and submission and negotiation of all forms of planning related applications and appeals.


His specialisms include securing planning permission for tall buildings, residential and commercial developments including mixed use schemes. Richard has also been instrumental in securing large residential and commercial allocations for clients as part of the LDF process. In addition he has prepared proofs of evidence and attended as expert witness at numerous Public Inquiries throughout the UK. Richard is an experienced planning consultant and has an excellent working knowledge of planning law and procedures.

Jonathan Dunbavin

Jonathan Dunbavin BSC MCD MRTPI


Jonathan is one of the two Managing Directors at ID Planning and has over 20 years planning experience in both public and private sectors. After spending 12 years in Local Government at Bradford and Leeds, he joined Knight Frank in 1998 before moving to Sanderson Weatherall where he was a Director.


Jonathan has in depth knowledge and expertise in the assessment of site development potential, the preparation of development briefs and submission and negotiation of all forms of planning related applications and appeals.


His specialisms include securing planning permission for tall buildings, residential and commercial developments, sequential testing for retail and leisure developments, the preparation of employment and housing land availability studies and urban capacity studies. In addition he has prepared proofs of evidence and attended as expert witness at numerous Public Inquiries throughout the UK and has significant experience in negotiating Section 106 Agreements including affordable housing, education and transport infrastructure.

Alistair Flatman

Jeremy Williams BA (Hons) Dip TP MRTPI


Jeremy's expertise covers the whole planning process from undertaking initial assessments of site development potential, setting strategy for promotion of major developments through to submission and negotiation of planning applications and Section 106 Agreements with local planning authorities. He has also acted as an expert witness at numerous public inquiries (Call-In, Section 78 Appeal and Local Plan Inquiries).


Jeremy's particular experience is in the retail sector along with experience in dealing with commercial, residential and mixed use developments. He has been involved in numerous successful retail developments over the years and spoken at conferences on retail issues. He has extensive experience of retail impact assessments and preparation of a wide range of planning support documents (Planning Statements & Design & Access Statements) along with other documents including development briefs and supplementary planning documents.

Tom Cook

Tom Cook MA (Hons) MRTPI


Tom has over 10 years experience in both the public and private sectors. Following graduation he worked in Development Control in Southampton and Leeds before joining DTZ in 2003. In 2005 he joined Sanderson Wetherall as a senior planner before joining ID Planning in May 2007 as an Associate. Tom is an experienced planning consultant, having been involved in numerous large projects involving pre-application discussions, co-ordination and submission of complex planning applications and negotiation with Local Planning Authorities to secure planning approval. Tom has in depth knowledge and expertise in the preparation of supporting statements and providing planning advice and guidance as part of a larger development team.


In addition he has undertaken numerous written representation appeals and informal hearings (planning and enforcement related) around the country in addition to appearing as an expert witness in the Crown Court.

Alistair Flatman

Alistair has over 12 years experience in both the public and private sectors. Following graduation he worked in Development Control in Calderdale and Leeds before joining Scott Wilson in 2003. During his 5 years at Scott Wilson he reached Associate level before joining I D Planning in 2008.


Alistair is an experienced planning consultant, having been involved in numerous large projects involving pre-application discussions, co-ordination and submission of complex planning applications and negotiation with Local Planning Authorities to secure planning approval. Alistair has in depth knowledge and expertise in the preparation of supporting statements and providing planning advice and guidance as part of a larger development team. In addition he has undertaken numerous appeals and prepared proofs of evidence and attended as expert witness at Public Inquiry

Rachel Flounders

Rachel Flounders BA (Hons) PgDip MRICS


Rachel has 7 years experience working in the private sector. Following graduation she worked at GVA Grimley for 3 years where she gained specialist retail planning experience providing advice to Tesco. Rachel joined ID Planning in April 2007 as a Senior Planner.


Rachel has a broad range of experience in preparing and negotiating planning applications for residential, retail and commercial use to secure planning approval, promoting sites for long-term development through the Local Development Framework process and undertaking initial planning appraisals to advise on the likelihood of securing planning permission. She also has undertaken a number of written representation appeals and informal hearings. Rachel also has specialist knowledge and experience of preparing retail assessments to support applications for retail, leisure, office and hotel uses in accordance with the requirements of PPS4 (Planning for Sustainable Economic Growth).

Pete Gleave

Pete Gleave BA (Hons) MCD MRTPI


Pete joined ID Planning in December 2011 and has 4 years experience working in the private sector. Following graduation he worked at DPP LLP where he gained specialist retail planning experience providing advice to Tesco and other national retailers as well as working on comprehensive mixed use schemes including the redevelopment of Gateshead town centre and the Dema Glass development at Chesterfield. Pete was also involved in a major public inquiry for a new motorway service area on the A1(M) in North Yorkshire.

Pete has a broad range of experience in preparing and negotiating planning applications for residential, retail and commercial use to secure planning approval, including the preparation of a number of Environmental Impact Assessments and Proofs of Evidence for major applications. He has also promoted sites for long-term development through the Local Development Framework process and undertaken initial planning appraisals to advise on the likelihood of securing planning permission. Pete has specialist knowledge and experience of preparing impact assessments for retail, leisure, office and hotel uses in accordance with the requirements of national guidance.

Nichola Barnes

Nichola Barnes


Having worked in the property sector for a number of years, Nichola has been with ID Planning since inception ensuring all systems were in place to facilitate the day to day running of the consultancy. Since that time she has built up very strong working relationships with our long-standing clients and is an effective communicator at all levels. Working closely with the directors, Nichola is also responsible for billing and credit control.

Barbara originally trained as a biligual assistant coming from an international sales and marketing position before joining ID Planning. Embracing her busy and varied role, Barbara has strong communication and organisational skills and is a vital member of the ID Planning team.
